Suspected person - the way of a police officer who stops you!

But what is "suspicious" for officials?
As an official in peace in Texas, I have heard that many fellow officials have stopped "suspicious vehicles" and "suspicious figures" many times. I have also heard calls for dispatch broadcasts from citizens about "suspicious" activities from neighborhoods. In other words, as a criminal lawyer in Austin, I personally have never engaged in one of "suspicious people". I do not believe it is legal. This may be a more personal belief than anything else, as the police officer knows that the suspicious person and the suspension of the car are legally permitted. .. That person can walk by ignoring officers. However, I thought of "suspicious" things and edited the list below, but in general, in areas that are in a particular time zone, things that look slightly different from usual may lead to criminal activity. This first list is what I regard as "obvious suspicious" activity and I have no problem stopping these types of people:
- A stranger who is in a neighbor 's house or property when the neighbor is not home.
- Screams and screams may indicate battle, robbery, rape and so on.
- Provision of goods at outright low prices may mean stolen property.
- Parts of a body removal car, license plate, or gasoline are considered doubtful.
- People peering into the parked car may be looking for a stealing car or maybe looking for valuables that are visible inside.
- Those who enter and leave in a few hours may become thieves.
- Brake glass and other noise, explosive noise may mean accident, intrusion, or vandalism.
- Schools, parks, isolated areas, or those in the vicinity can be sex offenders and possibly be a "casing" of crime.
- People around you who do not live there could be a thief.
- We insist on being an agent of utilities (gas, telephone, water, electricity, cable), but those who do not wear uniforms or who do not have a company identification card may be thieves.
- Everyone invades or intrudes into a building or a vehicle.
- It opens and breaks windows and doors of homes and workplaces.
- A gunshot, a scream, a sound of a battle, a person who walks or stares others in the car, a barking voice of a rare dog - a mischief, a danger, a disorder of peace, a criminal act.
- Vehicles that are not illuminated at night or follow a course that slowly cruises or looks meaningless and repetitive are dubious everywhere, but there are doubts, especially in school, parks, and playground areas.
- In vehicles, especially around schools and parks and young people involved, appropriate transactions will be made.
- People are being forced into vehicles.
- Those who show abnormal mental or physical behavior may be injured by being affected by drugs or alcohol or requiring psychiatric aid.
Not all strangers coming to your neighborhood are criminals, there may be legitimate reasons for their activities. You have never seen a new style car and wanted to check its interior, so you watched the window while walking past it? Or you may be strolling, tired and stop at the bus stop, you may not want to get on the bus. Below are some of the situations you may see and what they may mean, but have risen to a "suspicious" level where executives should be involved?
- A person who wanders in front of a house or business when a resident is away or when the project is closed.
- If you are a running person and have particular wealth, you do not look like exercising.
- In an unspecified place, in an unnatural place, it seems to be trying to hide property, or it is not wrapped as just purchased.
- A large amount of traffic coming in and out of a certain place of residence may indicate drug activity or theft (buying and selling of stolen property) (if occurring on a regular basis).
- Vehicle repair work in progress in places other than business.
- Especially when it is seen at unusual times, parked occupied vehicles are worth knowing.
- An unknown abandoned vehicle parked in your block.
Even if not all of the suspicious circumstances described above, there may be a logical and legitimate statement, but the officer rather investigates the potential criminal situation and is called after after some time has already been delayed and damaged It is only. The third item in the list is the accumulation of some "suspicious" actions. Without giving out very detailed, I think I can agree that everyone here needs common sense. If you are seeing items being unwrapped, not everything you purchase is "new", not all purchases are packaged with wrapping. The most annoying thing for me is "What are unusual times and places?" If that person works at a different time than most people and is doing something at night as it is my schedule, will it be "unusual" things?
The fourth point is absolutely simple. Yes, heavy leg traffic may raise evidence of ongoing criminal activity but it depends on where it is: for example, a house near "college campus" or "female line" ... i doubt it. A house that is near the school or is a very aggressive member of various social organizations, probably a house where teenagers live. In short, please be sure not to be too many busy body neighbors who always threw stones to someone and are not dealing with their work ....
The vehicle repair point really bothers me. Yes, it may violate the rules of the Home Owner Association, but it is not a criminal. The chop shop will not be open. They hide in places where they are using themselves where they know their location and it is doubtful that chop shops go ahead as a mechanic business in the center of town. Just because someone can not afford to spot in the commercial area of the shopping street is not illegal. If this really hurts you, consider considering annoying behavior against them. However, calling a law enforcement agency is poor.
In conclusion, I would like to combine the last two points, parking, abandoned vehicles, and parking, occupied vehicles found at "unusual" times. Again, I would like to focus on "rare" things ... but common sense applications should be able to cover this. If it is a matter of people's "parking lot" ... Please please, get a life. Or, if it is aggressive, why should you consider yourself a "moral police officer" and have to enter their business?
Finally, I appreciate what the officials are doing, I have worked in this field for nearly three years. But as I became a criminal lawyer in Austin, I doubt some of the other officers' actions and did this when I was there ... that is probably why I want to leave It is one. After all, I think that 100 people guilty is better if the innocent people were arrested / going more freely than those who were exiled.
